Education Department Reaches Agreement With Student-Aid Panel on New Regulations

An advisory panel representing colleges, students, and the banking industry reached agreement on Monday with the U.S. Education Department on regulations for carrying out a law that cut $20-billion in federal subsidies on student loans.
