Earmarks May Skew Analysis of Spending
Congressional earmarking of federal research programs has become so extensive that it can be difficult to tell whether spending by federal agencies for merit-reviewed scientific grants is rising or falling, according to President Bush's science adviser.
John H. Marburger III said at a science-policy meeting in Washington in April that a clear methodology is needed to track how large a bite earmarks take.
