EU Plans Institute of Technology to Stem Brain Drain
European Union leaders will soon begin discussing the creation of a European Institute of Technology to rival institutions in North America and Asia, and help prevent top researchers and scientists from leaving the 25-nation bloc.
In February the European Commission, the executive arm of the EU, is expected to adopt a proposal being drawn up by Ján Figel', the education commissioner.
