Don't Block That Message! It's Really Not Spam

To the Editor:

As colleges and universities move to block e-mail messages they believe are spam, we at the Council for International Exchange of Scholars hope they will be very careful about the criteria they develop for identifying spam ("Fed Up With Spam," September 27).

A number of our messages to faculty members and administrators regarding grant opportunities for the Fulbright Scholar Program have already been blocked, as have individual messages from our program officers
