Democrats Propose Increased Spending on Research and Education

Democrats in both chambers of Congress unveiled their spending blueprints for the 2009 fiscal year on Wednesday, proposing increased support for education and scientific research.

The plans, known as "budget resolutions," set ceilings for broad categories of spending, such as education, though they do not spell out spending levels for individual programs, such as Pell Grants. Budget resolutions guide Congressional appropriators as they draw up spending bills for the coming
