Democrats Freeze Spending on College Programs for 2007 and Impose a Moratorium on Earmarks

Federal spending for student aid and scientific research in the 2007 fiscal year will be frozen at last year's levels, and no new academic earmarks will be approved, under a plan announced in December by the new Democratic chairmen of the Congressional appropriations committees.
