Delayed Appropriations Bill Would Increase Pell Grant and Research Funds

With the ink barely dry on the $787-billion economic-stimulus bill, Congress is moving on to an overdue piece of budget business: a $410-billion appropriations measure for the current fiscal year, which began in October.
