Decline in University Enrollments Gives Ammunition to Critics of Tuition Policy in Britain
New university-enrollment figures released on Thursday by Britain's Higher Education Statistics Agency have added fuel to a debate over whether recent tuition increases in England and Northern Ireland will keep some students from seeking a higher education.
