Deciding Which Foreigners Can Study in the United States

I commend Beth McMurtrie for the informative story "Chinese Seeking Visas to Study in U.S. Are Being Rejected in Greater Numbers" (July 6).
The international-education community must continue to express its concern to the U.S. State Department -- especially given the alarming trends cited by Ms. McMurtrie -- and to work with consular officers to ensure the prompt and fair consideration of students' and scholars' visa applications, not only in China but
