Dean Unveils His Higher-Education Plan
Howard Dean, the former Vermont governor who is seeking the Democratic nomination for president, laid out his higher-education platform this month. He wants the government to help expand college participation by rewarding students who commit, by the eighth grade, to pursue a higher education and by helping graduates pay back their student loans.
Speaking at Dartmouth College, Dr. Dean also proposed extra aid for students who pursue careers in public-service fields such as nursing,
