In continuing scandal, aid administrators develop new code of conduct

Last week, after a month of making almost daily revelations from his New York office about the often cozy relationships between lenders and colleges, Andrew M. Cuomo, the state's attorney general, brought his ever-expanding campaign to rid financial-aid offices of conflicts of interest to the doorstep of the federal government.
