Course Cuts at California State U. Put International Students in a Bind

Last month, Jasjit Chadha logged on to the Web site of San Francisco State University to find all of the courses he needed this fall were full.
Mr. Chadha, who came from New Delhi to study business, had been accepted as a transfer student to the campus after spending two years studying at nearby Foothill College. Needing 12 units to satisfy his visa requirements, he had his top choices planned out: Finance 350, Marketing 431, and Decision Sciences 412.
