Copyright Bill Would Make Papers Free
A Democratic member of Congress introduced legislation last month that would make research papers ineligible for copyright protection if written by scientists who received "substantial" federal financing for the work.
The bill is meant to provide free and widespread public access to the papers. Scientists who support the measure say scientific journals have become so expensive that they strain university budgets and are inaccessible to researchers who need them.
