Consultants in Reading Program Had Conflicts, Report Says

The Education Department's Office of Inspector General has released its sixth, and probably final, report on problems in the administration of the government's Reading First program. More than any of the previous reports, this one touches on allegations of conflicts of interest at the universities that have helped run the program.
