Leaders of the U.S. Senate and House of Representatives were negotiating late last night on wide-reaching legislation that could include extensions of an expired tuition tax deduction and of a research tax credit, said a spokeswoman for the Senate’s Finance Committee. The bill, which would cover many issues besides taxes, including health and trade, could come to the Senate floor as early as today. Wrangling over the legislation is likely to be the last action of the Republican-led Congress, which is scheduled to adjourn this week.
