Congress Punts on Budget Until January, Leaving Colleges in Limbo

Unable to compromise on spending levels for the 2003 fiscal year, Congress has continued financing government programs and activities, including student aid and research grants, at last year's levels through January 11. The move means that some new research projects on bioterrorism and other subjects cannot begin, and that student-aid programs face a bumpy ride.
