Congress Passes Defense-Spending Bill
Defying the wishes of the Bush administration, Congress has given its final approval to a defense-spending bill for the 2005 fiscal year that would drastically increase the Pentagon's research-and-development budget, primarily through earmarks. Despite his opposition to that increase, President Bush is expected to sign the $416.2-billion bill, which also contains critical money for military operations in Iraq and Afghanistan.
