Congress Passes Bill That Keeps AmeriCorps Alive and Increases NSF Budget by 7.1%

Hurrying to finish their work to hit the campaign trail, members of Congress last week approved fiscal-1999 spending bills for agriculture research, the National Science Foundation, and the AmeriCorps national-service program.

But President Clinton vetoed the agriculture bill because it provided less emergency relief for farmers than he wanted, so lawmakers went back to the drawing board. And by last week, Congress had yet to complete
