Congress Moves Toward Resolving Impasse on 2003 Budget
Congress's long-stalled effort to complete a federal budget for the current fiscal year finally began moving forward last week. Among the developments, Republican leaders in the Senate proposed a plan that would nearly complete a longtime goal to double the budget for the National Institutes of Health and would raise the maximum Pell Grant by $100.
