Congress Drops Birds and Rodents From Law Shielding Animals in Research
In a major legislative triumph for university researchers, Congress has excluded birds, mice, and rats from the Animal Welfare Act, the federal government's chief law protecting laboratory animals. College lobbyists said the action would ensure that scientists are free to do important studies, while devastated animal-protection groups said the move made the law a joke by denying legal protection to nearly all the animals used in research.
