Congress Completes Budget With Increases for Pell Grants and the NIH

Congress last week ended an unusually long delay for a federal budget, finally hammering out a spending plan for the 2003 fiscal year, now four months old. The plan, which was expected to pass, would complete a five-year effort to double the budget of the National Institutes of Health, while providing a small, $50 increase in the maximum Pell Grant award, to $4,050.
