Congress Approves New Department, Clearing Way for New Research Funds
In finally agreeing last week to create a huge Department of Homeland Security, Congress also opened up new opportunities for colleges and universities to win federal research funds.
After months of rancorous debate on the new department, which would combine some 22 federal agencies and 170,000 employees, the Senate and House of Representatives sent the legislation to President Bush, who is expected to sign it.
