Congress Approves Budget Plan Without Raise for Pell Grants
Congress has passed a $2.3-trillion budget plan for the 2004 fiscal year that would not raise the maximum Pell Grant or provide much additional money for other programs important to colleges.
The budget resolution, which the House of Representatives and the Senate approved this month largely on party-line votes, is not a definitive statement on spending priorities. It sets only the broad outlines of how much the federal government can spend.
