Congress Adopts Austere Budget for Research and Student Aid
In a flurry of last-minute activity before its annual holiday break, Congress completed work last month on two major appropriations bills that determine how much the federal government will spend on university research, student aid, and relief to those colleges that were in the path of Hurricanes Katrina and Rita.
