Education Department, College Groups Agree on Credit-Transfer Survey

The Bush administration, after a month of negotiations, has reached agreement with several university groups on the format of a student survey aimed at identifying problems in transferring academic credits between institutions.
The agreement includes cutting down a proposed original sample size of 1,500 transfer students to 200 and adding questions designed to show whether students taking courses a second time at a second institution believed they gained any substantial new
