Colorado Urged to Start Charter Colleges
Colorado should convert some of its public institutions into charter colleges to make its higher-education system more efficient and more responsive to the state's needs, according to a preliminary report issued this month by an education consulting group.
Under the charter-college concept, state institutions receive increased managerial flexibility in exchange for meeting specified performance targets.
