Colorado Judge Blocks New Ethics Rules
Public-university employees in Colorado remain eligible, for the moment, for Nobel Prizes and certain scholarships for their children. Last month a state judge blocked enforcement of two new ethics rules, contained in a constitutional amendment passed by the state's voters last November, while a legal challenge to the state's interpretation of the measures is pending.
