Colleges in California and New York Face Smaller Cuts Than Expected
Although California and New York are facing their biggest budget deficits in more than a decade, politicians in the two states largely spared public colleges from the brunt of spending reductions they announced last month. The strategy differs from the deep cuts and tuition increases that both states embraced during the last recession, in the early 1990s. More than half of the states are using that strategy again this time around to balance their budgets.
