Colleges Urge Civil-Rights Office to Revise Guidelines on Testing
Nine leading higher-education lobbying associations and the nation's largest testing services have urged the Education Department to revise its draft guidelines on standardized tests and admissions policies, warning that the controversial plan is at times misdirected and filled with confusing legal language.
