College: Still Not for the Needy?
As Congress continues to debate the reauthorization of the Higher Education Act of 1965, legislators should be asking themselves a basic question: Have the federal student-aid programs been successful in their 40-year history in improving access, choice, and achievement in higher education, particularly for the most economically disadvantaged students?
