College Programs for Prisoners Regain Popularity
Ten years after Congress cut prisoners off from a key source of student-aid money, the share of the nation's prison population enrolled in college-level courses has rebounded, according to a report released last week by the Institute for Higher Education Policy.
Of the 45 state prison systems that responded to a survey by the institute, a nonprofit research organization based in Washington, 43 reported offering higher-education opportunities to at least some inmates in the 2003-4
