College Fined for Cuban Program

Augsburg College has been fined $9,000 for violating government regulations on educational travel to Cuba. The small Lutheran college, in Minneapolis, appears to be the first higher-education institution to be fined as the Bush administration has moved over the last two years to restrict contact between Americans and Cubans.
