College Fined for Cuban Program

Augsburg College has been fined $9,000 for violating government regulations on educational travel to Cuba. The small Lutheran college, in Minneapolis, appears to be the first higher-education institution to be fined as the Bush administration has moved over the last two years to restrict contact between Americans and Cubans.

Augsburg was fined for four short trips it organized between January 2000 and June 2004 for religious and humanitarian groups. The U.S. Treasury Department's
