College Board Convenes Panel to Study Effectiveness of Federal Student Aid

In September a commission appointed by Margaret Spellings, the U.S. education secretary, called for restructuring the federal student-aid programs but provided few details of how to achieve that goal. Now the College Board has assembled a group of higher-education researchers and student-aid experts who may be able to point the way.
