Clinton Vetoes Bill With Funds for NIH and Pell Grants
President Clinton vetoed a fiscal-2000 spending bill last week that included $17.9-billion for the National Institutes of Health and would have raised the maximum Pell Grant by $175.
The measure passed Congress with narrow party-line majorities, giving Republicans little hope of overriding the veto.
