Clinton Seeks Increase in Funds for Academic Exchanges

The academic-exchange programs now administered by the United States Information Agency would get a slight increase under the budget President Clinton has proposed for fiscal 2000. Under the reorganization of U.S. foreign-affairs agencies now under way, the U.S.I.A. will cease to exist in October 1999 and most of its programs will be taken over by the State Department.
