Clinton Pushes Tax Breaks for College Costs and Incentives for Charitable Giving
In his final State of the Union address late last month, President Clinton reiterated his calls for Congress to significantly increase spending on financial aid for the neediest students, and to broaden tax breaks aimed at helping middle-income families pay for college. He also unveiled proposals to help school districts recruit good teachers and to promote philanthropic giving to nonprofit groups.
