Civil-Rights Group Criticizes White House

A prominent civil-rights group took the Bush administration to task last week for failing to interpret and enforce last June's Supreme Court decisions allowing the consideration of race in college admissions.

The Citizens' Commission on Civil Rights, an independent nonprofit group, issued a report arguing that the administration had done nothing to uphold the court's rulings in two cases involving the University of Michigan, and has let groups opposed to affirmative action continue to
