Is the University of Phoenix included in Arizona's figures?

I suspect that the University of Pheonix is included. I found what appears to be the source of the data (http://nces.ed.gov/programs/digest/d08/tables_3.asp). They have three tables on student migration: students who went to any degree-granting institution regardless of when they'd graduated high school, students who had graduated in the last 12 months and went to any degree-granting institution, students who'd graduated in the last 12 months who went to 4-year degree-granting institutions.
Arizona was only at (or near) the top of in-migration in the table including students who had graduated high school more than 12 months ago. Otherwise, Pennsylvania is consistently at the top (and New Jersey is consistently at the bottom). While I don't have the original data, this does bring the University of Pheonix to mind.
