Changes Proposed for Grant Programs

The U.S. Department of Education proposed rules changes in several major student-aid programs last week aimed at streamlining the disbursement of aid.

The changes were drafted through a series of negotiations with a panel of representatives of the Education Department, colleges, higher-education associations, and businesses. They would for the first time add rules regulating the use of bank debit cards for financial-aid disbursement. The regulations would require colleges that use
