Eleven years ago, when Zayed University opened its doors in the United Arab Emirates, it admitted only a narrow set of college-aged students: Emirati women.
The populations of Dubai and Abu Dhabi, where Zayed's two campuses are located, are among the most diverse in the world. Yet expatriates—who make up some 80 percent of the resident population—were told simply not to bother applying.
