Cash Shortages Beset West Bank's Colleges
Institutions press Palestinian Authority to fulfill commitment to higher education
When the faculty and staff of Birzeit University went on strike early this month, after receiving no wages at all in October, the institution was forced to get an emergency bank loan to meet its payroll so that classes could resume.
University officials, accustomed to cash-flow problems, say such work stoppages are nothing out of the ordinary.
