California's Public Universities Agree on Doctoral Program for Cal State
California State University would be allowed, for the first time, to independently offer a doctoral program under a compromise proposal that is moving through the Legislature.
Officials of Cal State and of the University of California system, which has sole authority among the state's public institutions to offer doctorates, announced their joint support for the plan last week.
