San Diego — Students in California are mobilizing in an attempt to put a measure on the November ballot that would freeze tuition for five years at the state’s public colleges, according to The San Diego Union Tribune. The measure, known as the College Affordability Act of 2008, would also limit increases in fees after the five-year freeze to no more than the change in the state’s Consumer Price Index.
The proposed measure calls for taxing Californians an extra 1 percent on personal income above $1-million to pay for the fee restraints. More than 400,000 signatures are needed by mid-April to put the measure on the ballot. —Jeffrey J. Selingo
