California Policy Most Helps Hispanic and Rural Applicants
A University of California program that automatically admits the top 4 percent of every high-school graduating class in the state has helped Hispanic students and applicants from rural schools more than black students in its first two years, according to an analysis reviewed by the university system's Board of Regents this month.
