California Governor Vetoes Bill Allowing Minority Preferences
Gov. Gray Davis of California last month vetoed a bill that would have allowed public colleges to explicitly recruit minority and female students and employees despite Proposition 209, a state constitutional amendment that forbids public agencies and colleges to allot preferences based on race.
The veto infuriated advocates for minority students, who argue that the 1996 amendment is responsible for enrollment
