California Governor Seeks Big Budget Increases for Higher Education
Gov. Gray Davis of California last week proposed significant increases in spending on public colleges, and a freeze on tuition. The state's Republican leadership has proposed tuition cuts of 50 percent, but Governor Davis, a Democrat, called instead for double-digit increases in need-based and merit-based financial aid.
