California Governor Orders Audit of Dual-Enrollment Courses

California's governor, Gray Davis, has ordered an audit of a popular program that allows high-school students to earn college credit by taking some courses offered by community colleges.

Mr. Davis, a Democrat, has also proposed reducing state funds for the program by $80-million, amid allegations that the dual-enrollment programs are rife with fraud.
