California Aid Program Fails to Reach Many Needy Students
A California student-aid program that was hailed as "the most generous" in the nation when it was approved by lawmakers last year has failed to reach thousands of needy and eligible students.
Only two-thirds of the Cal Grants that were set aside for students entering college this fall were actually awarded. What's more, at least 40,000 older students who applied and qualified for the grants never received one because of limits placed on the program by the California
