Calif. Governor Proposes More Aid
California's governor, Arnold Schwarzenegger, a Republican, proposed a budget last week that would increase funds for the state's two university systems and for California's community colleges.
Even though the governor's budget includes cuts for several state programs as it seeks to close a projected $8.1-billion shortfall, Mr. Schwarzenegger stuck to an agreement he negotiated last year with the University of California and California State University. As part of that long-term plan,
