Calif. 2-Year Colleges Criticized on Title IX

Most of California's 108 community colleges have failed to comply with federal gender-equity regulations on intercollegiate athletics, according to a report in The Orange County Register last week.

The newspaper blamed the colleges for spending too much money on football -- $3.8-million altogether -- and creating an "illegal disparity" in financing for men's and women's programs.
